Bay Estate is Nakheel's new gated community on Dubai Islands: 360 homes, 2.4 km of beach

Bay Estate is the second villa community Nakheel has announced on Dubai Islands, unveiled on 5 October 2026. It is gated, on the water, and small by the developer's standards.
The numbers
About 360 homes, three- and four-bedroom, plus plots for buyers who want to build. The site is 653,709 square metres with 2.4 km of beachfront and 6.5 km of waterfront in all, planned for about 12,000 residents. The airport is less than 10 km away.
Three collections
Cala, Verda and Agora, which Nakheel describes as three settings of the same community rather than three price points; the beach plots sit in the first.
Next to Bay Villas
Bay Estate sits beside Bay Villas, the 636-home community already under construction, and shares the shoreline that is being rebuilt with a new beach for completion in late 2027.
The word in the announcement that matters is plots. Nakheel has not sold villa plots at scale since the Palm's early years, and offering them on Dubai Islands says the developer expects buyers who want to design their own house and are prepared to wait for it, which is the Palm Jebel Ali buyer. At 360 homes on 2.4 km of beach the density is low enough that the beach is the amenity rather than the pool, and that is the comparison a Palm buyer should make: a Palm Jebel Ali frond villa has its beach now, a Bay Estate plot has it in 2028 and a shorter drive to the airport.

Nakheel has awarded Mar Marine & Building Contracting the marine works on the western shoreline of Dubai Islands: about 3 km of coast, breakwaters and a new 320-metre beach beside Bay Villas, for completion in the fourth quarter of 2027. The developer's other island is where the Palm Central playbook is being run again.
