Palm Jebel Ali is a master-development question before it is an apartment question: what gets built on the Spine, and when, follows the funding. An event where the Land Department and the master developers set out a position is where that timetable is stated in public.

Nakheel is a Dubai government developer and Palm Jebel Ali is a government masterplan, so the sentences that matter for a buyer tracking a specific release are the ones about infrastructure phasing and handover — not the investment panels.
